Building Type/Style - Two, three-story elevator buildings and a clubhouse for leasing, social activities and exercise are to be built. All units will be age restricted to 55 and older.
The building floorplans are identical and provide for 12 single bedrooms and 36 two bedroom units. 1BR units have 828 SF and 2BR units have 1054 SF. All units have outdoor decks and patios that have been designed to provide privacy for the tenant and which reduce visibility from nearby neighbors. The clubhouse is about 2300 SF with a leasing office, exercise room with equipment, and two large gathering/meeting areas with a warming kitchen. The clubhouse also has a small rear patio area. Building materials are attractive and consist of brick and vinyl siding with 30-year asphalt shingles. Treeline - Development plans call for preservation of the existing treeline on the west side of the property. Contractors - All of our projects are built by union tradesmen with subcontractors and suppliers from the local metro area. We do not use non-union labor form out of our area. Rents & Tenants - Rents for the apartments will range between $460.00 per month to $610.00 per month. We find that the typical tenant is retired and usually in their early 70's and up. The majority are single women (widowed, divorced, etc) and some tenants are married couples. Almost all tenants drive only one car, whereas a few tenants may own two cars. Many have pets, almost always a small dog or cat. Almost all tenants choose to live in our apartment communities because they are from the area with close-by friends or families and grandchildren. Tenants must be income qualified and cannot earn more than approximately $35,000 per year; other conditions also apply. Services - Our on-site property manager, in conjunction with our trade partner Mideast Area Agency on Aging, coordinates social activities and limited health screenings for our residents. Developer Long-Term Investment - Phoenix Real Estate Services is an active, long-term, owner of apartment communities like Avonlea. As a result, we carefully select tenants and monitor the development regularly to ensure its long-term success. Tenant quality and proper maintenance of the grounds and the buildings are primary concerns. We will allow a unit to stay vacant rather than accept an unqualified tenant. All tenants are fully background checked for acceptable credit history and criminal records. Apartment units are inspected regularly to ensure cleanliness and compliance with house rules (see below) regarding roommates and other important criteria. Non-compliant tenants are either evicted or their leases not renewed. |

Some questions have arisen about how Avonlea Senior Living would operate following its completion. As a result, some information has been disseminated that has misstated the facts. Therefore, we are providing the following legal document to show how a project like the one we are proposing in the City of Eureka is governed by the Missouri Housing Development Commission (MHDC) for the succeeding 29 years following construction completion.

FROM THE INITIAL FEBRUARY 10, 2016 HEARING
Our initial plan for Avonlea Senior Living was submitted to the City Of Eureka and presented at the February 10, 2016 Planning & Zoning (PZ) Commission hearing. The plan was not approved. We petitioned the Board of Alderman for a rehearing and that petition was granted. The following document is our response to the initial comments from the PZ Commission and others from the aforementioned February 10th meeting.
